Just to clarify this: the game, or the lottery, are not "set for 3 years old". The reference in the article to 3 years old is a reference to the PEGI ratings system. The 3+ rating states:
"The content of games with a PEGI 3 rating is considered suitable for all age groups. The game should not contain any sounds or pictures that are likely to frighten young children. A very mild form of violence (in a comical context or a childlike setting) is acceptable. No bad language should be heard"
It's football, so no bad language or scary sounds or pictures, hence the low rating.

Too many games like this. Knowing exactly what I was doing I blew about £400 on lootboxes in Star Wars: The Old Republic once. I got the item I wanted and it made me pretty much invincible until EA worked out the trick that I, and others, were using. However, it very much is a gambling response no matter how much they try to pretend it isn’t. Belgium have got this one spot on.
