Another work toilets question

Serious question based on my experience earlier today.

I walked in to the toilets and into a trap for a piss (no urinals). At this point it becomes apparent that in the trap next door a partner is on a serious sounding call.

I decided to quietly piss and leave without flushing. I thought the partner had probably absent mindedly answered the call thinking it might be very short, and hadn’t appreciated that he would have no control over shitting and flushing sounds going on around him, so I figured that getting in and out quietly was the most courteous thing here.

Or it could have been done purposefully as some sort of power play. Who knows?

WWYD?

I would have flushed. Would make the partner think twice about taking/making calls from the toilet in the future. Don't want to in any way enable a culture that encourages people to do that (or make people feel they have to do that). Nothing is that urgent, and if it is, then the client should be understanding of the flushing noise.
