You can only book a test through the DVSA which has an online reservation form that needs to be completed with an actual drivers details.
You can search the DVSA website for free to find previously booked test slots that have been cancelled and book a test then.
Some canny computer geeks have developed software that can scan those forms and find convenient test slots for their customers for a small fee (sometimes as little as £19).
Some grifting driver instructors are offering that service to their instructees with a £300 commission attached.

So some cute driving instructors are charging a premium/convenience fee for booking spare test slots on behalf of named students. The students are free to book the test themselves at the cost price but don't because they are thick. What has that got to do with the government?
If Ami's summary is right there doesn't seem to be any ability to block book an entire day of tests and then black market all the slots.

They're just acting as agents for the feckless students. You can't blame the instructors for wanting to get their pupils through their tests. It's not their fault there aren't enough slots and they don't tend to put people in for tests if they're not ready. They'd much rather charge them for ten more lessons.

You should be able to book at the cost price in a reasonable time-frame. You shouldn’t have to pay a fee to a third party to get a test within 6 months, whether that fee is £19 or £300. This situation exists due to underprovision on the part of the only provider of driving tests - the state.

The article in full on this is on the bbc website. The block bookers are commiting a crime as they have tO input provisional driving licence numbers to book tests which they can then swap with the driving licence number of the person who wants the test. So they are inputting provisional licence numbers without the consent of those individuals.
