Too early to say, but Real Madrid probably and if they can land Mbappe then definitely.

Arsenal have bought well. 

Man Utd look like they will offload some dead weight but haven't landed the 20+ goal a season striker yet (no Hojlund is not supposed to be that for years). 

Liverpool are gambling by raking in as much Saudi cash as possible for players past their prime but haven't really replaced. All the eggs seem to be in the dArWIn bEtTer tHAN HaAlAnd basket after he scored in preseason. 

Bayern with Kane will be good. 

Inter Miami have made out like bandits but the MLS doesn't count.
