It depends. With only one or two other participants, it's rather rude not to switch one's camera on. With 17 others in the "room", it would be silly to bother.

Because it better replicates a face-to-face meeting than a telephone call can.
And because face-to-face meetings are a pain in the arse when one can stay at home in one's slippers and a glass of decent claret.

Audio-only conference calls were good enough pre-Covid, so I generally only switch the camera on if I feel like it.
