Since you said theme tunes and not songs, I'm going to vote for the Euro, black and white television Robinson Crusoe series from the 60s, together with the theme tunes written by the mighty Barry Gray for Stingray, Thunderbirds, Captain Scarlet and Joe 90.
All the foregoing, incidentally, had top flight incidental music as well.
Honourable mention to I, Claudius and Inspector Morse.

I remember reading that Eric Spear’s theme tune for Coronation Street is the most listened to fragment of music in the UK of all time.
Herbert Spencer ripped off the introduction to Postman Pat for "Underneath the Stars" and to really throw people off the scent he did it more than half a century before Postman Pat was created. fooking outrageous. Almost as outrageous as me just now ripping off Bill Hicks.
