The UK would benefit from this but the weather doesn’t allow it. The Med has it. The ME has it. Geezas sitting around in the shade talking about life. No I don’t mean strutter outside the soup kitchen. I don’t think he’s been abroad.
London is chock a block with outdoor seated cafes, pubs and restaurants, with lots busy even in winter. The difference is that in the street life of the Med, South America or SE Asia people will just be outdoors having a wander and catching up with friends while kids kick a football about.
Dubai, Abu Dhabi and the US are terrible for street life.
I remember old boys playing chess and drafts outside used to be a thing when I was a kid. Dont see that so much these days, or perhaps I am not in the right places at the right times now.
weather isn't the only factor, Belgium and NL have similar climate to the UK but many towns have pleasant central squares with cafes / brasseries with outdoor seating, heated and covered if need be where you can watch the world go by. But in the UK using a central town square for anything other than parking is wAr On thE mOTOrist
It is a good point that other cooler climate european countries seem to have more of an outdoor cafe culture than us. Seems to be far more common to sit outside in a hat coat scarf and gloves.

There's even cafe culture in Hastings but you need tattoos, a chunky gold chain and a status dog to really blend in.
