So it's an aspirational goal that we're unlikely to see before Corbyn's third term which might or might not apply to the public sector.

I'm all for getting politicians to take a longer term view of things beyond the end of the next election cycle but putting stuff in your manifesto that relates to your third term seems overly optimistic.
