why is that moronic? They do it many cities in Europe - just leave lights flashing amber. I remember in days of working at the office very late getting incredibly frustrated by taxis getting stopped every 300 yards by traffic lights when the roads were empty.
I know it works elsewhere but it is actually quite hard to see it working in much of London and 10pm would definitely be too early. Perhaps between midnight and 6am might make sense though and would probably reduce emissions from deliveries during that period.

the whole underlying logic of freeing up roads and traffic flow and so on is for the birds here. The marginal gains of switching to flashing amber on roads that aren't too busy for it would be hugely outweighed by the cost in reprogramming the huge network of smart traffic lights London already has and would carry a significant risk of confusing motorists (no way could you have this as a blanket pan London approach with a hard timed cutoff). It's an idiotic solution to a v marginal issue.

I usually dislike knee-jerk "that couldn't possibly work here" reactions but this seems like it would be disastrous in most of zone 1-2.
