Ministers presumably aren't subject matter experts (in most cases) so they rely on their officials to know whether or not a proposed action is illegal and to tell them.

Once while visiting the Forest Moon Endor, I was mistaken for a god by small bears, organised them into a militia and overthrew an evil galactic empire... by accident. Only went for a weekend break.

Stories like this just make me feel old as I remember when this would have been a resigning matter but expecting her to show some accountability would be barking up the wrong drone.

And the reason why this is not a resigning matter for Liz Truss is that, believe it or not, she is probably one of the least insane and most competent Conservative MPs sufficiently lacking in principles to accept a post in the Bodge Job cabinet.
