I'm not sure.
My observation would be that from a very low base number a large percentage increase could have been created by a relatively low increase in numbers.
The kind of numbers I've seen myself of men committing sex offences who call themselves women but still have the penis with which they committed the offence.

There are 125 transgender prisoners in the UK, and 60 of them have committed one or more sex offences.

(Should clarify that the 74 number was 74 women (whether these are women or transgender women is unknown) convicted in 2016 of sex offences)
If we assume that fewer of these 74 were transgender women, knowing that there are 60 transgender women in prison for one or more sex offences (counted separately) would have a significant impact from such a low base.

My points are:
(1) A reported increase in sex offences committed by women is in part simply an assignation of offences committed by men to women.
(2) Records kept by the criminal justice system on sex of offenders is often based on self-ID.
(3) Allowing offenders to self-ID is fundamentally wrong in numerous ways.
(4) If offending figures based on race were similarly collected and reported and an increase in crime by white people was characterised as an increase in crime by black people it would never be allowed. And rightly so.
