I think he means nobody voted for the current leadership dux. Yes in theory under our system we vote for an mp not a pm but in practice the leader of the party is massively influential on voting choice.
But no-one ever knows who will be Foreign Secretary, Home Secretary, Chancellor etc. There's invariable a shuffle when a party wins an election. And even if it's true that people vote on the basis of the future PM (I don't believe it is, I think most people vote for a Party rather than its Leader), there's no guarantee that person will last the term.

How are the Tories "unelected"? Ok, our Parliamentary system isn't perfect, but they won more seats (and votes) than any other party.

also the policy agenda is now very different from the manifesto at the last election that was all bout jolly japes and levelling up for all.
