On the actual question you pretended you knew the answer too, no, that specific Doctor's actions were not all good, he was rightly struck-off.

Only if improperly prescribed, as the BMC has made quite clear. I'm afraid the clear position, and the position of any right-thinking person, is that no person should ever be denied appropriate medical treatment due to the bigotry, prejudice, or the political views of non-medical third-parties.

Precocious puberty typically presents in toddlers and so children who are prescribed blockers for their intended purpose are typically a lot younger than 9.
By the time they are 9 they would probably come off the blockers on the basis that going through puberty at 9 is, if still on the young side, less harmful than continuing to take the blockers.
