It's a glitch that occurs when people delete their accounts hoping to slip away quietly. Like jumping off a tall building.  

I didn't even know that you could delete your account.

Or if someone gets banned.

Just ring up RoF office. Ask to speak to Amanda who's in charge of deletions. She'll put you on hold for a bit while she looks for your file. There was a problem when they moved over from the old paper based system to the new computers. A lot of the paper records had to be re entered manually before they could be erased from the computer system. Then they have to cross check with the index cards which takes forever. This was Risky's job before he went on sabbatical. 

I think Daphne’s the weak link in the chain
