The thing with not having the power to make the actual decision (and face the consequences of it) means it's very easy for a politician to call for the people actually in charge to Do Something - anything that will make him look good..(not limited to the SNP - see Labour right now, and the Tories when they are back in opposition)
Also to be accurate this isn’t in any way a ‘dead cat’ - that is something shocking or unexpected to divert attention, not saying that you’re going to carry on doing something, plus a couple of pics
