The fact that he was convicted of child neglect suggests that lawyers and the court agree with me. We cannot charge child neglect without cps authorisation and are officers of the court so it seems plod did the right thing there.
You might want to argue it shouldn’t be an offence in the first place (I would vehemently disagree) but you need to take that up with parliament not plod I’m afraid.
