Jack have you been to Malta?  The main part around Valletta is so overdeveloped it makes central London look airy and spacious.

I have not been to Malta but apparently Maltese citizenship is easier to obtain than most EU ones.

Interestingly Maltese is a Semitic language and is related to Arabic.
