Is it nothing more than based on whispers about which ones have got enough traction amongst MPs? If so, I suspect the great British public might be rather aghast tbh.

I have this vision of him with a big tombola folding up the amendments, putting them in and then giving it a spin before reaching in and choosing one. Maybe Black Rod does the putting them in and spinning them.
