I guess this explains the proliferation of shisha bars

Well the 50 out of 90 cafes that were found to have suspected illegal tobacco will probably have had a big bump on their margins by not having to pay duty on the smuggled goods. 

And wouldnt hose that were employing illegal immigrants will have made a cost saving on employers NICs too?

I'm still not understanding how it explains the "proliferation" of them.
