A draft conclusion that the Home Office was "institutionally racist" over its "hostile environment" policy towards migrants has been removed from a delayed report into the Windrush scandal, it has emerged.
The independent review into the treatment of Caribbean migrants who were detained or deported despite having the right to live in Britain has been conducted by Wendy Williams, HM inspector of constabulary.
According to The Times, the phrase "institutionally racist" was included in an early draft of the review's findings but no longer appears in more recent drafts - including the latest version.
The "lessons learned" review - commissioned following the 2018 outcry over the treatment of so-called Windrush generation migrants who came to the UK from the Caribbean following the Second World War - was originally due to submit a final report in March last year but was delayed.
