Iran's drone and missile attacks on surrounding countries and their infrastructure are appalling, but the attacks on these two tankers in Iraqi waters (reported as the Zefyros and Safesea Vishnu) really take the biscuit. Unprovoked, unwarned attacks by military vessels of some sort on commercial ships crewed by civilians are beyond the pale.
This war is fast spiralling out of control.
FT reporting they had Vitol cargoes and were involved in an STS transfer at the time of the attack

Can piracy be committed by a state-owned vessel? Part of the definition of piracy was traditionally that it was by masterless men? (Hence letters of marque, privateers etc).
