TC Accepted - when do I get offer through?

I have been lucky enough to be offered a TC for Sept 2016 with one of the top city firms following a two stage interview.

They rang me up at the start of the month to offer me the TC and said that I should get an offer letter through the post as soon as possible but the contracts wouldn't be done until mid-August because they have a new HR person started.

I have now chased HR twice - first time they said nothing had been drafted yet but they would be getting back to me and I haven't had a response the second time.

Should I be worried? What is the ordinary amount of time to wait for the offer letter and TC?
