I can't promise that it is "sensible", but here goes:
You have an opportunity in front of you which, reasonably, you are evaluating.
You don't say anything about your longer term career plans but it seems like your short-term goal is to be head of legal where you are.
The role you've been offered is not really a legal role, to my mind, but an administrative / corporate governance one. Absolutely nothing wrong with that at all, if that's what you want to do.
Before jumping in to this, have a think: do you have a longer-term career plan? If so, does the role being offered here fit in to that plan? Does it give you skills or experience that you would need to advance your career plan? If so, great — show your interest, and work out what support you'd need to break into a new area.
If it doesn't really get you to where you want to be, think about whether this is the role for you, or whether you'd be better off looking elsewhere, now that you've got three years of experience under your belt at your current place.
If you really don't have a plan, and this sounds interesting, and would add some strings to your bow, and wouldn't cut you out of other opportunities in the future, and you enjoy where you currently are, great!
