It's good to be reminded of the kind of grinding poverty that still exists today in the first world. It can be quite depressing and infuriating to learn about the nonsensical laws and ordinances--apparently in quite a few American cities if the cops are called to a location above a certain number of times in a month, the landlord is asked to submit a plan of abatement that needs to be approved to avoid a fine, and the easiest way to get it approved is to say that the tenants will be evicted. So tenants eventually learn that if they call the cops because they are, say, victims of domestic violence, (the law by and large does not care why the cops were called), they ARE LIKELY TO GET EVICTED. And we are talking about the poorest tenants who have absolutely no savings, living from welfare check to welfare check, putting up with hunger the last few days of the month, who are likely to end up on the streets if they get evicted.
